Job Description

IRC has launched a long-term regional operation based in Amman, Jordan, called the Middle East Regional Assistance Program (MERAP). The program provides social services and material assistance through local partners to refugees, displaced persons and vulnerable community members in the region.

IRC works with partners in Jordan to provide assistance to Iraqi refugees, mainly in the field of emergency relief, psychosocial support, non-formal education and gender-based violence. The Jordan office also provides technical support to operations conducted by IRC in Syria and Iraq.

The Program Director (PD) is the IRC’s representative in Jordan, reporting to the Regional Director. The IRC invests substantial responsibilities in this position. The PD is responsible for all facets of the Jordan program, including fiscal management, staff oversight, policy implementation, and program design and implementation. The PD bears significant responsibility for fund raising (in coordination with the Regional Office) and the management of grants. Other important aspects of the job are Government relations, coordination and accompanying the shift toward building the capacity of community-based organizations.

RESPONSIBILITIES:

Program direction
• Ensure program quality and establish strategic partnerships with local actors.
• Develop project proposals in the spirit of the IRC’s Program Framework. Ensure that programs are implemented in a way that strengthens local institutions and service providers.
• Contribute to the regional and national strategic planning process.
• Liaise with donors in consultation with the Regional Office, to advance program ideas, solicit support, and share information on the status of programs.
• Ensure that all staff adhere to the principles of sound monitoring and evaluation.
• Oversee the management of grants.

Human Resource management
• Supervise directly Program Manager(s), Finance/Operations staff.
• Develop and implement an active strategy for delegating management responsibility to national staff and work at handing over the position to national staff at the end of the assignment.
• Provide leadership, promote professional working relationships, and encourage staff members to manage their staff and programs within budget and goals.
• Ensure the even and consistent implementation of IRC policies and procedures.

Security, health and safety
• Update and implement safety and security policies addressing local conditions. Determine approaches to address staff’s stress levels and sense of security.
• Report in a timely and thorough manner on all health problems, security developments, or criminal incidents involving IRC staff or property;

Systems
• Supervise the implementation of IRC policies and procedures.
• Manage financial, logistical and material resources so that programs are adequately supported.

Communications
• Provide monthly reports to Management.
• Ensure that quality program and financial reports are submitted on time to donors.

Representation and advocacy
• Develop and maintain a positive working relationship with authorities, other humanitarian agencies, community representatives, donors and other stakeholders.
• Contribute to responsible media coverage of events and issues related to IRC’s program or mandate.
• Actively pursue coordination and working relationships with other local and international organizations with similar humanitarian or development mandates.

REQUIREMENTS:
• Graduate degree in a relevant field.
• At least 6 years of overseas experience, including relief work and local partnerships, with strong supervisory and programming responsibilities.
• Experience of interacting with institutional donors is a plus.
• Strong personnel management experience and skills, with experience in developing national talents.
• Experience in ensuring compliance with operations policies.
• Strong organizational and communication skills.
• Fluency in English, spoken and written. Knowledge of Arabic highly desirable.
